Hello Neighbors,
Looks like we are about to close out a great 2016 for the community and embark on a new adventure for 2017! We hope everyone has a great and safe Holiday Season and Happy New Year! Thank you to Kinney Management for your continued support of our community especially Debbie Tribioli for helping guide us in the right direction.
We will be finishing the year strong on our balance sheet with another year of a lot of improvements/updates without reducing our balance sheet. We should now be at a steady level with dues to keep us healthy going forward.
You may have noticed that some of the final replenishment of rock is being spread out right now. There may be some delay on finishing the piles depending on rainfall as it makes the ground soft and difficult to operate the machinery without tearing up the grass. Once this is complete that will finish the rock spreading throughout the community common areas and going forward it will be done every 5 years or so as a top layer vs 20 years where we need a large amount of rock to fulfill the areas. Thanks to Alan on the Board for all of the calculations, coordinations, and much manual labor on this big project. The community saved over $100,000 by doing this over a 2-3 year period and Alan taking on the above mentioned efforts so a huge thank you to him!
We have always had positions available for owners that want to be part of an architectural committee but have not had much participation in the past. Since we are looking to update our guidelines and we have many homes making wonderful updates to increase the appeal and value of our neighborhood we are reaching out to see if some owners are interested in managing that committee. Responsibilities would be meeting on any submittals, forming reports to send to HOA Board for final approvals, reviewing and updating current architectural guidelines. Terms would be a minimum of 1 year. If you are interested in joining the committee or learning more please sign up below. The committee will be limited to a certain number of people.
We have replaced/rebuilt the main irrigation pump that goes into the wet vault under the pump house and provides the irrigation to all of the common areas throughout the community. This was a big under taking usually done every 7-10 years. The wet vault had to be cleaned out and some other repairs made to the platform. Thanks to Chuck & Ed for coordinating these efforts and finding a reputable pump company to handle the work! This should now last us another 7-10 years as it is a major piece to the lifeblood of the community.
Many people will plan to utilize fireworks for the new year. Please be conscious of the laws regarding them and make sure to pick up any debris from your activities. Be aware that not all people and pets enjoy the colors and booms so be neighborly and be safe.

The community continues to look great and we have a great group of people putting in lots of time and effort to ensure this community continues to thrive and increase value to the owners. A thank you to the board and Kinney management for work in the Oasis.
One area of concern: cars continue to be parked on the street, overnight, on Divot . This has been going on for a couple of years.
The last homeowners information, on this website, did mention not to park cars overnight on the street. However; apparently the offending parties are not reading and heeding the rules.
This problem definitely does not add to the positive appearance of the Oasis, especially for those of us that live on Divot.

Thank you for bringing up the overnight cars, Sandy; I would second that. There are multiple cars consistently parked overnight on Kenwood Lane despite our complaints to the board. Perhaps the offenders are ignoring the board’s violation notices? What is the protocol for enforcing compliance to this infraction of the CC&Rs?
Unfortunately this is an area where the law trumps our CC&Rs. Overnight parking is not allowed on the streets and we send MANY notices about this but the issue of enforcement beyond that is trumped by legislation that was past around 5 years ago that doesn’t allow us to do anything about it since our streets are not private as they are public roads maintained by the City of Tempe. We have proposed to the community a fine system for violators but there would be no backing to enforce payment. Unfortunately this is why we encourage the be neighborly piece and try to get somewhere with talking to the violators. We are certainly open to suggestions if they make sense and are viable for the community.
